A propositura, resultante dos Projetos de Resolução 462/22 e 471/22, de autoria do deputado Jeová Campos, reconhece com distinção a atuação da magistrada, que tem atuação jurídica exemplar, e do ex-gestor público, com destacadas ações nos cargos que ocupou. “Estou muito feliz em ter tido a iniciativa de homenagear esses dois grandes paraibanos que, em áreas diferentes de atuação, têm méritos para receber tais distinções”, afirmou o deputado Jeová Campos que presidiu a solenidade, sendo secretariado pelo deputado Júnior Araújo. Em relação ao ex-prefeito de Cajazeiras, o parlamentar lembrou que foi na gestão de Chico Rolim que a rua que ele morava, antes em condição insalubre, recebeu saneamento. “Eu tinha 11 anos, morava na Rua 13 de Maio, na frente era um depósito de esgoto e por trás um lixão, e foi o então prefeito Chico Rolim que nos levou dignidade saneando e calçando a rua e tirando o lixão tempos depois”, lembrou Jeová.
Sobre a juíza, o parlamentar destacou que a magistrada dedicou parte de sua vida acadêmica e profissional à ciência jurídica e colocando em prática seus conhecimentos em favor do povo paraibano. “A Dra. Maria de Fátima sempre atuou, diferentemente de outros magistrados, para firmar direitos do cidadão, obrigando prefeitos a pagar salário mínimo, defendendo o pagamento de benefício BPC aos deficientes e idosos, em favor da concessão de aposentadorias aos trabalhadores rurais que não tinham documentos para comprovar a atividade, mas apenas as mãos calejadas, e foi a primeira magistrada da região de Cajazeiras a obrigar o INSS a conceder os direitos dos segurados e assistidos da seguridade social. Ela também criou o Conselho da Comunidade em Cajazeiras e foi a primeira a ter olhar sobre o direito dos pobres e digo isso porque fui eu que trabalhei como advogado nessas causas. A Assembleia Legislativa da Paraíba (ALPB) entregou, na tarde desta segunda-feira (12), durante sessão solene no plenário da Casa, dois títulos de Cidadão Paraibano. Um dos títulos foi para o pernambucano, Doutor Giovanni Magalhães Porto, juiz de Direito integrante do Tribunal de Justiça da Paraíba. O outro foi concedido ao Doutor Delegado André Luis Rabelo de Vasconcelos, atual Delegado Geral de Polícia Civil da Paraíba, e paulista de nascimento. Os homenageados, em suas respectivas áreas de atuação, prestaram relevantes serviços ao Estado da Paraíba. Ambas as proposituras foram do deputado estadual Jeová Campos. Em função do falecimento de uma tia, o delegado André Luís se fez representar pela Superintendente da 1ª Superintendência Regional da Polícia Civil, Maísa Félix de Araújo Ribeiro e pela Delegada Adjunta da Polícia Civil da Paraíba, Cassandra Maria Duarte Guimarães. Mas, mesmo assim, agradeceu de forma remota a homenagem prestada pela ALPB.
Em seus agradecimentos, o juiz Giovanni Magalhães Porto, que é Doutor em Direito e Mestre em Ciências Jurídicas pela UFPB e juiz titular da 5ª Vara Criminal de João Pessoa, disse que estava grato pela honraria. “Essa distinção tem um significado especial para mim, que sou natural de Arcoverde, mas, comecei minha carreira na Paraíba, em 1998, começando pela comarca de Sousa, passando por Caaporã, Sumé, Monteiro, Campina Grande até chegar a João Pessoa. Tenho 24 anos de ininterrupta dedicação ao jurisdicionado paraibano. Em 2002, fui aprovado num concurso para Pernambuco, mas, numa decisão que hoje sei que foi acertada, decidi permanecer aqui”, destacou Dr. Giovanni. Ele lembrou que recebeu títulos de cidadão de municípios paraibanos, mas, que a paraibanidade em sua plenitude chegou agora com essa honraria da ALPB.
O homenageado fez uma breve explanação sobre expoentes da cultura e história paraibana, destacando personagens, tradições libertárias, lutas e forças de combate à injustiça e terra acolhedora. “Obrigado deputado Jeová Campos pela propositura do projeto que me transforma de hóspede em filho da nossa Paraíba e reconhecimento pelo meu trabalho e admiração que agora são recíprocos. Obrigado, por ter transformado um sertanejo pernambucano em um paraibano que agora se sente mais em casa”, destacou o juiz, agradecendo ainda aos demais deputados que aprovaram a propositura. Ele também fez referência ao seu pai Giovanni Rodrigues Porto, que era um entusiasta de sua carreira, e a sua esposa Dra. Anna Márcia da Silva Ramalho e a sua filha, Ana Beatriz.
Impossibilitado de estar presente à solenidade, o atual Delegado Geral de Polícia Civil da Paraíba, André Luis Rabelo de Vasconcelos, em transmissão de chamada de vídeo, falou de sua alegria de ter sido agraciado com o Título de Cidadão Paraibano e se desculpou pela ausência. “Fico muito honrado com esse reconhecimento ao meu trabalho e trajetória na Paraíba”, disse ele, que é natural da cidade de Mirandópolis (SP) e Graduado em Direito pela Universidade Católica de Pernambuco – UNICAP, no ano de 2002 e no ano de 2004, concluiu o Curso de Formação de Delegado de Polícia Civil pela Academia de Polícia Civil do Estado da Paraíba.
“O homenageado é um ser humano de qualidades extraordinárias, possui vasto currículo e mereceu o reconhecimento deste Parlamento. Em todos os cargos e funções que ocupou ao longo de sua trajetória profissional, o Dr. André Luís mostrou total empenho, dedicação, competência e responsabilidade na defesa da sociedade paraibana, sempre colhendo ótimos resultados frutos de seu árduo trabalho. Isto, por si só, já torna o Dr. André Luis Rabelo de Vasconcelos um cidadão paraibano autêntico, faltando-lhe apenas oficializar a sua cidadania neste Estado, o que estamos fazendo com essa iniciativa”, disse o deputado Jeová Campos.
A Dra. Maísa Félix de Araújo Ribeiro, Superintendente da 1ª Superintendência Regional da Polícia Civil da Paraíba, destacou que o Doutor André Luis deu outra dinâmica a instituição da Paraíba. “Ele é um gestor que representa seus pares, é um profissional que desempenha suas funções com muito zelo e responsabilidade, e ele não fica no gabinete tomando cafezinho e no ar condicionado, ele atua nas ruas e conhece o que é a dor do povo, ele orgulho a todos nós”, afirmou a superintendente.

Cassandra Maria Duarte Guimarães, Delegada Adjunta da Polícia Civil da Paraíba, lembrou-se das atuações do colega e da importância de ter quadros desta magnitude na Segurança Pública e Defesa Social do Estado da Paraíba. “O Dr. André qualifica o setor de segurança pública da Paraíba, já deu inúmeras demonstrações de sua capacidade em diversas ações, é ganhador de vários prêmios de reconhecimento por méritos e nós temos orgulho de ter um delegado geral com essa estirpe”, reiterou a delegada.
No final da solenidade, o deputado Jeová Campos, autor dos dois Projetos de Lei, o PL 2988/21 que concedeu o Titulo ao Delegado André Luís, e o PL 4.068/22, que homenageou o juiz Giovanni Porto, disse que estava encerrando seu mandato ainda mais feliz por ter tido a oportunidade de homenagear dois grandes cidadãos e profissionais. “Todos sabem que estou me despedindo desta Casa, mas saio com a certeza de ter feito um bom trabalho e a melhor escolha de não concorrer a outro mandato.
